Shipping plugins do not necessarily need to be added under the shipping zones to work, they will still function without adding them under the shipping zones.

WooCommerce Shipping Zones are a great feature, especially when working with Free Shipping or Flat Rate shipping for different zones. However, our shipping plugins work as independent shipping plugins.
Basically, adding a complete shipping solution for our shipping plugins under the WooCommerce Shipping Zones would be overkill.
Using our shipping plugins you can:
1, Enable/Disable domestic or international services.
2, Restrict shipping to certain Countries.
3, Our shipping plugins have a feature called 'Order Limit', allowing free shipping to be offered based on this setting.
Another reason why we have not made our shipping plugins compatible with the WooCommerce Shipping Zones
In all our shipping plugins we have many features that would not be compatible with the shipping zones.
The location rates that we have set up in the plugin, where you can set up an origin postcode at the product level.
Our Fastway plugins allow you to set up an origin franchise at the product level.

Our shipping plugins provide real-time rates via an API, excluding certain postcodes would only create confusion for customers, explanation response notifications would need to be included in our shipping plugins, as each website set up would be different there would be too many variables.
Most Courier Companies that offer API based rates have their own logic applied to their rates availability.
After careful diagnose and consideration our plugins will remain independent from the WooCommerce Shipping Zones.
